GSA TDR for services is not invoice-total reporting. For labor-hour and time-and-materials work, GSA instructs MAS contractors to report each labor category separately and connect the billed hours to the awarded SIN, rate, unit and—when applicable—exact Unique Catalog Item ID. Fixed-price labor, non-labor services and mixed orders follow different reporting paths.

Classify the service before mapping the invoice.

Professional services can be priced hourly or as a fixed amount. A task order can also combine hourly labor, fixed-price labor, subscriptions, products and order-level materials. Those lines do not become one reporting scenario simply because they appear on the same invoice.

GSA has announced an Order Type field that will distinguish these paths more explicitly, but its current requirements page says Order Type is not yet available in the FAS SRP template. Until it appears, the classification still matters because it determines how the existing fields must be populated.

The core GSA TDR fields for an hourly service line

For hourly professional or SCLS services, start with the fields below. Applicability is controlled by the current template, the approved catalog record and the contract—not by whether a blank happens to pass a portal format check.

Manufacturer name, manufacturer part number and UPC are product fields and are left blank for hourly labor. Order date, ship date and destination ZIP are likewise not required for the hourly labor-category scenario in GSA’s current MAS-TDR User Guide.

A UCID is a catalog join key, not a label you invent for the upload.

The Unique Catalog Item ID is created in the FAS Catalog Platform. For services, it connects an internal accounting name to the awarded item in the contractor’s Services Plus File. The value reported in FAS SRP must match the catalog UCID exactly.

That mapping is valid only if duties and skills correspond one-to-one. A convenient string match is not enough, and one internal name should not silently fan out to several awarded labor categories. Route an ambiguous mapping to a reviewer who can use the order, invoice and catalog evidence.

UCID becomes especially important when the same labor-category title has different awarded rates for different worksites. GSA’s current upload instructions say the UCID must identify the labor category and worksite rate being reported. Worksite itself is an announced field that was not yet present in the current template, so the catalog identifier carries part of that distinction now.

Good mapping

One internal category resolves to one current awarded labor category and its exact UCID, with evidence.

Unsafe shortcut

A fuzzy title match chooses among several rates or categories without reading the order and catalog.

UCID changes what goes in Description of Deliverable.

For a labor category with an applicable UCID, the current MAS-TDR User Guide directs the contractor to enter the UCID and use “N/A” in Description of Deliverable. Without a UCID, use the labor-category name exactly as it appears on the GSA pricelist. Do not shorten it to an internal abbreviation or rewrite the title to match the invoice.

Keep hours, unit and rate on the same reporting basis.

GSA instructs contractors to report the quantity of labor hours stated on the invoice and the price paid per hour. Standard hourly labor uses HR under current FCP instructions; non-standard or premium hourly labor uses OT. Standard and non-standard hours should be separate lines.

Do not use EA merely because the accounting system treats the invoice line as one item. GSA’s User Guide explicitly warns against EA for hourly labor because it can cause a rejection. The output unit describes what was sold under the awarded contract, not how the bookkeeping platform stores the line.

The reported price includes IFF. For a file upload, calculate total price as quantity multiplied by price paid per unit and round according to current SRP instructions. A rate above or below an awarded ceiling may require business review even when the arithmetic is internally consistent.

Fixed-price services do not become fictional labor hours.

A fixed or flat fee is not dependent on the number of people or hours required. GSA’s MAS-TDR User Guide describes fixed-price labor categories and order-level fixed-price solutions as invoice-level reporting scenarios. Do not back-solve an hourly quantity merely to make the line resemble a labor-hour row.

The supporting-document rule also differs. The User Guide states that fixed-price labor categories require supporting documentation for orders over $1 million in total value, while order-level fixed-price service solutions require supporting documentation. Follow the applicable table and current SRP instructions for the actual order.

Hourly or T&M

Report each labor category with billed hours and the hourly rate.

Fixed price

Report the invoiced fixed-price scenario as instructed; do not fabricate an hourly decomposition.

Split mixed task orders by the thing actually sold.

GSA’s current Help with TDR guidance says mixed fixed-price labor, hourly labor, non-labor services and products should be reported separately according to their applicable service or product path. Do not turn a hybrid task order into one lump-sum row if its components follow different rules.

This is a classification exercise before it is a formatting exercise. Preserve the order and invoice evidence that explains why each component took its path.

A GSA TDR services review checklist

GSA TDR services questions

Do I report one TDR row per services invoice?

Not for hourly labor. GSA instructs contractors to report each labor category separately. Fixed-price and configurable services follow their own scenario-specific reporting level.

What is a UCID in GSA TDR reporting?

A Unique Catalog Item ID created in FCP that links the reported service or item to the approved catalog record. Enter it exactly when it applies; do not invent one from an internal item code.

What unit of measure should hourly labor use?

Current GSA guidance uses HR for standard hourly labor and OT for non-standard or premium hourly labor in FCP scenarios. Match the applicable awarded record and avoid EA for hourly rates.

Are Order Type and Worksite required now?

GSA lists them as new data elements but says they are not yet implemented in the current FAS SRP template. Complete them when they appear and follow the then-current instructions.
